Advancing community safety through data-driven planning and collaboration

GTS is proud to have partnered with the City of Irwindale to develop its Safe Streets for All (SS4A) Comprehensive Safety Action Plan, a landmark effort to create safer, more accessible streets for all roadway users. This initiative represents a major step toward achieving Vision Zero and building a transportation network that supports residents, businesses, and visitors alike.

​Building a foundation for safer mobility â€‹

​

Working closely with City staff, GTS conducted a comprehensive safety analysis to identify Irwindale’s High-Injury Network (HIN), the corridors and intersections with the highest relative levels of crash frequency and severity. This data-driven approach provided a clear picture of safety challenges and opportunities across the city’s transportation system. 

The team also facilitated the formation of a Citywide Implementation Group, bringing together representatives from key stakeholders including engineering, planning, and others to ensure the plan reflects local priorities and aligns with regional safety goals. 

 

GTS drafted the City of Irwindale’s Vision Zero Resolution and developed the Safe Streets for All Comprehensive Safety Action Plan, outlining a coordinated set of prioritized projects and strategies to address the safety challenges identified in the Collision Trend Analysis. The recommended countermeasures were guided by data, evidence-based practices, stakeholder and community input, and a strong focus on equity, ensuring that safety improvements benefit all users and neighborhoods.

Community-Driven Collaboration​

Public engagement was central to the process. GTS helped organize a series of outreach events and community workshops, ensuring that residents, local businesses, and key stakeholders had a meaningful voice in shaping Irwindale’s transportation future. These conversations helped identify priority locations, user concerns, and context-sensitive design solutions that directly informed the plan’s final recommendations. 

 

GTS supported a wide range of engagement activities, including a Music in the Park event handing out flyers, sharing project information, and encouraging participation in bilingual (Spanish and English) surveys to gather input from all community members. All outreach materials and engagement activities, including flyers, surveys, event signage, and online tools, were fully bilingual, ensuring that the process was inclusive and accessible. 

GTS also hosted open-house–style workshops with roundtable discussions that invited questions, showcased early ideas, and created space for one-on-one conversations. This collaborative format helped build trust and spark thoughtful dialogue around mobility and safety priorities. 

 

To expand access and maintain transparency, GTS created a project website to promote upcoming events, share updates, and document previous outreach activities. The platform allowed community members to stay informed and provide feedback at their convenience.

Shared commitment to Vision Zero â€‹

​

The SS4A Plan outlines targeted safety countermeasures, including improved crosswalk visibility, traffic signal upgrades, speed management strategies, and corridor redesign concepts to address the most critical collision patterns and community concerns. The plan also includes a prioritized project list, funding strategies, and measurable performance metrics to guide future implementation, track progress, and help the City secure ongoing investment. 

 

In addition to developing the plan itself, GTS supported the City in submitting implementation grant applications, helping ensure the SS4A recommendations can advance from planning to construction.  

 

Through this initiative, the City of Irwindale has formally adopted a Vision Zero commitment, setting a clear path toward eliminating traffic fatalities and serious injuries.
