GTS prepared a Vehicle Miles Traveled (VMT) analysis for the proposed Village Specific Plan in the Town of Apple Valley, located in San Bernardino County. The project area spans multiple parcels north and south of State Highway 18 between Navajo Road and Central Road and is organized into five planning areas, each made up of one or more Traffic Analysis Zones (TAZs). The plan includes primarily non-residential land uses, retail, office, and industrial, along with some multifamily residential development.

 

GTS evaluated VMT per employee and VMT per service population to determine potential impacts under CEQA. While the VMT per employee metric showed a slightly significant impact, the analysis demonstrated no significant impact when customer activity was included in the service population calculation, a widely accepted and reasonable efficiency measure for this type of project.

 

GTS also analyzed origin-destination (OD) VMT under cumulative conditions and identified cost-effective mitigation strategies based on the latest California Air Pollution Control Officers Association (CAPCOA) guidance to further reduce potential VMT impacts. The study provided clear, defensible findings to support the project’s environmental review and planning approvals.
