Under an initiative funded by the World Bank, GTS created an Intelligent Transportation Systems (ITS) plan for the Kurdistan Region of northern Iraq, an autonomous region with a population over 6 million that includes the major cities of Erbil, Sulaymaniyah, and Duhok. The project included an evaluation of the existing ITS infrastructure and recommendations for ITS systems that could be put in place to improve traffic safety and efficiency. GTS worked with stakeholders to establish goals, needs, and user requirements. An Information Communication and Technologies (ICT) framework was then developed, including advanced traffic management systems, network surveillance systems, traffic incident management systems, citizen roadway reporting system, and traffic data collection and management, among others. Due to the large geographic area involved, the plan emphasized ITS systems that are deployable over long distances at relatively low cost. Both urban and rural settings were taken into consideration, as the Kurdistan region includes significant urbanized areas as well as large areas of low population density.
The final plan included recommendations for communication systems, CCTV systems, variable message signs, weigh-in-motion systems, over-height vehicle detection, automated data collection systems, road safety analytics systems, and command and control center technologies and applications. In addition, an implementation and training plan was included, in order to guide the rollout and effective use of the ITS systems. As Kurdistan continues to grow and develop, this ITS plan lays the groundwork for a fully modernized transportation system, moving people and goods efficiently throughout the region.
